### Summary - delegate namespace existence validation to BigQueryMetastoreClient.removeParameters - remove the catalog-level preflight load and empty-set short circuit - verify that removing namespace properties performs exactly one client load This makes removeProperties consistent with setProperties while preserving missing-namespace validation.
