Spark 4.2 changelog tables omit V3 row lineage metadata and lack V3 changelog coverage. This ports the behavior from #16012: changelog tables expose the same metadata columns as regular tables, and tests exercise V3 reads and changelog views after a V2-to-V3 upgrade. Related PR: #16012 Test plan: Run `TestChangelogReader` on V2 and V3 to catch scan regressions; run `TestChangelogTable` to verify V3 row lineage values and existing changelog behavior; run `TestCreateChangelogViewProcedure` to verify computed updates across an upgrade.
