URL: https://github.com/apache/iceberg/pull/18349

Specification changes were listed in the Java release notes, which is
misleading: specifications are adopted by community vote and take effect when
the vote passes, with no connection to the release of the Java binaries.

Add a Specification Releases page for the specifications under the format
directory and remove the specification entries from the Java release notes.
Each adopted version lists its main changes, and every change made to it after
adoption. A change is recorded under the most recent version it affects and
links the vote that adopted it.

The page sits next to the Java release notes under the Releases navigation,
so the two release tracks are visible side by side.

REST catalog specification changes are not covered and are left in the
release notes.
