This is wider than `Evaluator`. `SparkV2Filters` notes that Iceberg expressions are 2-valued (it rewrites `NOT IN` to `notNull && notIn`), and `StrictEvalVisitor` also treats `notEq` / `notIn` as matching all-null files. Changing only `Evaluator` would make it disagree with the metrics evaluators. Should expressions become 3-valued across the evaluators, or stay 2-valued and be documented?
