Thanks to @aokolnychyi for finding it in https://github.com/apache/iceberg/pull/4382#issuecomment-1087866951 and before. FYI @RussellSpitzer @rdblue seems its bad issue for tables with changed partitions specs, as files table may return less results with a filter.
