[~timonin.maksim], thank you for investigating this! I do not remember all
details. I suppose there were issues with other jobs using different profile
combinations. They were unable to proceed due to unneeded (for them) scaladoc
step. Or perhaps the goal was to reduce build time. Is it really to good to
create javadocs on _prepare-package_ phase? I would think about javadocs
creation when some kind of _release_ profile is active.
