[~mmuzaf] hi! I proposed a new profile for skipping docs for some users if it
is needed for them (purpose of the IGNITE-11933 ticket). By default this
profile should be disabled and then all docs will be generated in release
process.

I'm not sure that it should be part of this ticket. it could be if we decide to
move javadoc:jar goal for _prepare-package_ phase. But it smells, this phase is
designed for some operations (filtering, exploding, replacing, etc) on files
before actual packaging (generating of .jar).
