    Description: 
RO transaction has a specific timestamp to execute. A server node can apply 
only that RO which timestamp less than safe time in of the replica storage. So 
far, safe time on replicas is refreshed delayed, the RO timestamp should be 
smaller to avoid waiting. If RO transaction have to wait of safe time 
propagation, this dramatically decrees the transaction latency.
The execution RO transaction in past required to improve latency.
