Ilya,

If you granted all the mentioned permissions for the IAM role which you 
assigned to EC2 instances it should work fine. Probably it was kind of 
temporary EC2 network failure, cause otherwise I don't see the reason why it 
wasn't able to resolve github host. 

By the way did you use the same security group for all EC2 instances? As 
another reason of the failure it could be that the security group you used for 
this particular instance forbid all outgoing traffic to public network. In a 
such case it simply wasn't able to access github server.

Could you please try one more run.
