{{CleanupWorker}} is just a helper worker that should expire entries in case 
when no cache operations in progress. {{GridCacheTtlManager.expire()}} method 
should be invoked from {{GridCacheUtils.unwindEvicts()}} method after every 
operation. 

May be there is some race or case where {{unwindEvicts()}} can be not invoked.
