It was discovered that at the start of a rebalance for aipersist, the last
applied index is updated after the internal structures are recreated. This can
lead to a situation where a checkpoint occurs immediately after the structures
are recreated, and the last applied index is saved as 0 instead of -1, which
can lead to errors on node restart.
