Implemented hiding of popover message on section extend/collaps.
To test:
# Check that popover message is hide on extend/collaps of section,
# Check that work validation on save,
# Check that work validation on field values,
# Check that validation expand closed section.
# Check tooltips of Save buttons,
# Confirm of unsaved changes.
