[~SomeFire] after a bit deeper code check, I see that
{{awaitPartitionMapExchange}} actually checks ideal partition distribution. Can
you please describe the race you see in greater detail? Probably, the
{{awaitPartitionMapExchange}} method needs to be fixed.
