[~vozerov], [~amashenkov], it looks like that it is possible to cleanup 
expiration policy arguments from 
{{org.apache.ignite.internal.processors.cache.GridCacheEntryEx#peek}} methods 
because passed policy is always {{null}}. But as a result a lot of files will 
be touched with changes not related to {{IgniteCache.localEntries}} 
functionality. It will complicate the PR.
I see 2 options. First is doing cleanup refactoring in scope of this ticket. 
Second is doing it in separate ticket. I can go with either of them.
