In theory, yes, provided the PDF is always available from that location and never from any other location. However, people might download the PDF file and then access it from a local filesystem (or other variations on that usage-pattern). After downloading, the PDF's URL would (quite likely) be lost. (There is an extended attribute that could hold the URL, but it isn't uniformly supported.) I think it would be better if the embedded metadata would reference the PDF contents, independently of where the PDF file is located. The XMP standard seems to achieve this by using the empty relative URI as the subject IRI.
