This works because (as far as I know) XML is embedded within PDF and
therefore the empty relative URI makes sense, regardless of the file's
   location.

Given the PDF file is online, then use the full http(s):// URL in RDF/XML?

local filesystem (or other variations on that usage-pattern). After
downloading, the PDF's URL would (quite likely) be lost. (There is an extended
attribute that could hold the URL, but it isn't uniformly supported.)

PDF contents, independently of where the PDF file is located. The XMP standard
seems to achieve this by using the empty relative URI as the subject IRI. This
"works", but is a bit messy when generating the RDF/XML data.
