Currently karaf management bundle has a configurable timeout value to wait for
karaf's keystore to initialize. However, this if fails keraf spins trying to
initialize its SSL JMX connector.User also cannt shutdown karaf ( it hangs )
Best to throw RuntimeException when timeout occurs and prevent the spin
