Description:
Currently karaf management bundle has a configurable timeout value to wait for
karaf's keystore to initialize. However, this if fails karaf spins trying to
initialize its SSL JMX connector. User also can not shutdown karaf (it hangs).
Best to throw RuntimeException when timeout occurs and prevent the spin.
