The idea was to use the format of a feature file but to not support the whole
functionality. So I would document what to expect. Of course people may come up
with wishes to enhance the functionality but I think it can stay as simple as
it is. What I implemented has the same functionality as the startup.properties.
I could add an error when I encounter a feature reference in the feature so we
can warn people that this is not supported.
