I got it now, 2.3.2-SNAPSHOT doesn't have the CPU issues if you add that 
property to karaf.bat. it appears it fixes cellar-event as well.  I figured I'd 
go back to 2.3.2 since I know I saw it work and that's where I saw it work but 
now my karaf console locked up and now all of a sudden 
org.apache.felix.framwork.Felix.aquireGlobalLock() has all of a sudden started 
monopolizing my CPU for some reason.
