the feature-link
http://download.eclipse.org/rt/ecf/latest/site.p2/karaf-features.xml doesn't
match the way the org.apache.karaf.features.repos.cfg expects feature
descriptor locations. It should be more of type:

cellar = org.apache.karaf.cellar:apache-karaf-cellar:xml:features:(0,]
