I'm also experiencing this problem. A clean or manually removing the bundles
are not feasible in my situation as we have many scripts that must be reapplied
after a clean.
FYI, I can reproduce this by installing a kar file (using kar:install from
console) and abruptly rebooting the system. When karaf comes back up, all the
bundles installed via kar are invalid.
However, if I install the kar file, then do a karaf stop, karaf start, and then
abruptly reboot the system, the bundles from the kar file are fine.
