The reason of the refresh is that eventadmin feature is now defined as a
startupFeature (whereas before it was a bootFeature), however
etc/startup.properties doesn't contain the felix eventadmin bundle. I'm trying
both: fix etc/startup.properties or moving eventadmin feature back in
bootFeature.
