OK basically the reason is that the karaf.services.eventadmin bundle contains
an optiional import to metatype.
As the webconsole feature installs metatype, a complete refresh is performed,
including the Karaf features.service blocking the installation/startup of all
bundles.
I'm adding metatype bundle as part of the eventadmin feature to avoid this
refresh.
