In the log, I can see:

Command registration delayed for bundle
org.apache.karaf.cave.server.command/4.0.0.SNAPSHOT. Missing dependencies:
[org.apache.karaf.cave.server.api.CaveRepositoryService]
{code}
It doesn't happen on Unix, only on Windows.
