FYI, I can't reproduce this locally with KARAF 3.0.4 and CXF 2.7.11.
The bundle refresh generally could be caused by the bundle optional package
import is provided by the new installed features.
Took a close look at the bundle Apache Mina SSHD :: Core and Apache Karaf ::
Shell :: SSH, the most suspicious optional package import is bouncycastle
related, but cxf feature didn't install bouncycastle bundle.
@Sergey, could you please check if you install bouncycastle bundle somehow?
