Summary: Improve Bundle state "Waiting" when some SCR components
are not active

Components are optional, so the ScrBundleState should return Active even though
some components are not yet activated due to missing references.
Possible downside: Hard to see if components are missing. Maybe bundle:list
should have another flag for printing waiting components.
