KUDU-3803: Add support for building Kudu with GCC 15
This makes minor changes to the thirdparty build to
support GCC 15:
- Specify C17 for the postgresql build
- Patch LLVM, Yaml, and RocksDB to add the cstdint header
Testing:
- Built Kudu with GCC 15
- Built Kudu with an older system compiler
