The main reason is that there's nothing in Solr that uses them - we should wait with committing until there's the corresponding refactoring to actually use these classes. In any case, I'm requesting that these changes be reverted now from branch_8x - the potential refactoring to use them on that branch would be either pointless, because of back-compat requirements, or it would actually break back-compat.
