I believe this is controlled by Subversion, so when you push the release files
(e.g. .tgz, .asc and .sha512 files) to subversion
[https://dist.apache.org/repos/dist/release/solr] then that location will be
created.
Guess we'll need to write up the release procedure for Operator first...
Check out

for importing a local release RC folder into the staging SVN.
And after the VOTE succeeds, you move the artifacts from /dist/dev/ to
/dist/release/ tree:
