This is an umbrella issue for various sub-tasks as per my e-mail [1].

In this order, perhaps:
* Apply small text file changes (LUCENE-10163)
* Simplify artifacts (LUCENE-10199 drop ZIP binary), (LUCENE-10192 drop third
party JARs).
* Create an additional binary artifact for Luke (standalone).
* Test everything with the smoke tester.
