To answer your first questions: yes to all. Technically, our company actually 
mirrors Maven Central so when we are hitting maven central we are actually 
hitting our own version of it but it's effectively the same thing.

Interestingly, I haven't encountered the issue since the last time I posted 
here. I know I just jinxed myself by saying that but we'll see. I still think 
there's a problem here but I haven't seen it in a while!
