What mirror software are you using? There are some mirrors available that have 
a "feature" to rewrite the pom.xml on the fly and remove and inject things in 
the poms, e.g. removing the <repositories> section or even injecting a 
replacement one.

IIRC neither nexus nor archivia have that "feature" (or if they have the 
feature they do not have it enabled by default) but if you are using the other 
one, it may be a useful data-point
