Actually we are experiencing something similar with a setup as described in
[https://maven.apache.org/guides/mini/guide-using-one-source-directory.html#Producing_Multiple_Unique_JARs_from_a_Single_Source_Directory]
The directory layout is the following, with the top pom.xml not producing
anything:

module-main/pom.xml contains:

This leads to the following as described in this issue
