Not sure I follow, I see 2 different things. There's no official way to welcome
contributors. They can add their name to the pom.xml as contributor and they
might be mentioned on the release notes.
For committers, only PMC members can get access the AsfMavenProject handle,
[~stephenc] is the superadmin.
