in svn, root pom.xml is an aggregator POM that is never released, named
apache-resource-bundles-aggregator 1-SNAPSHOT
http://svn.apache.org/viewvc/maven/resources/trunk/pom.xml?revision=1742012&view=markup
with the new maven-apache-resources.git repository, in becomes natural that
apache-resources-bundles from maven-parent.git
https://github.com/apache/maven-parent/blob/e9c046317b439d4be2ce29c1cf37a63cf94a8495/apache-resource-bundles/pom.xml
becomes the new root parent pom, released as part of the common release
procedure
