with repository.apache.org staging rules, groupId org.apache cannot be staged
because staging workspaces are associated to <project> through
org.apache.<project> groupId
for that, a few resources artifact have already moved to
org.apache.apache.resources groupId:
https://repo.maven.apache.org/maven2/org/apache/apache/resources/
- apache-resource-bundles
- apache-source-release-assembly-descriptor
other artifacts need to move in that groupId
