You are right:

Actually I was doing a lot of different tests and collected logs and 
errors/exceptions. In order to report the issue, I updated to the latest maven 
version and reproduced the error again. However, the stacktrace was from a 
previous test (most probably with maven 3.8.6).

I will enable diagnostic feature and follow your suggestions trying to 
reproduce the error.

What I can already say is that I can also reproduce the error when local repo 
is populated. But I will double-check.
