The iteration that fails is over `project.getArtifacts()`, and `MavenProject.getArtifacts()` publishes its set before it is fully built, so a concurrent caller sees a half-filled `LinkedHashSet`; filed as apache/maven#13200 with the fix on the core side. What is not clear is which second thread touches the same project during `plugin:descriptor` — could you add the Maven version, the exact command line (`-T`?) and any build extensions from the failing run? -- This is an automated message from the Apache Git Service.
