### Bug description
The project contains ~590 maven modules.
Cleaning the top parent module (pom type, has no dependencies) via something
like `./mvwn clean -pl :parent`
- under 3.9.16 it takes about 2 seconds
- under 4.0.0-rc-7 it takes 20+ seconds
Running with `-X` shows that rc-7 does a lot more that 3.9.16 before getting
to `[DEBUG] === REACTOR BUILD PLAN ===` point.

The pom.xml files for "leaf" modules are read once.
Seems like the pom.xml files for modules that are part of the parent
hierarchy are read once for each of their inheritor module multiplied by its
inheritors, so the very top parent is read quite a lot of times.
