Backport of #13322 to maven-4.0.x.
Replace the `${…}` placeholders inside XML comments of the built-in
settings.xml with example paths,
and add a regression IT using a `foo--bar` user home path.
Maven 4 is not affected by #13321: settings are parsed first and
interpolated afterwards on the model,
so XML comments are never interpolated (the raw-text interpolation exists
only on maven-3.10.x, introduced by #11776).
This backport keeps settings.xml in sync with master and adds the regression
IT.
The IT was adapted to the File-based API of the maven-4.0.x test suite.
