Backport of #13496 to `maven-3.10.x`. The 3.10.x branch has the same `isLocal()` bug in `maven-compat/DefaultMirrorSelector` and `maven-core/MavenRepositorySystem` but uses a different directory layout (`maven-compat/`, `maven-core/` without `compat/`/`impl/` prefixes) and plain `java.net.URL.getHost()` instead of the custom regex pattern. The fix was manually adapted: - Same `isLocal()` replacement with IPv4/8 range + IPv6 bracket detection in both files - `DefaultMirrorSelectorTest`: loopback/external test methods added (file already existed) - `MavenRepositorySystemTest`: created new (no test file existed for this class on 3.10.x) -- This is an automated message from the Apache Git Service.
