Backport of #13478 to `maven-3.10.x`.
`bin/mvn` passed `MAVEN_ARGS` to the JVM unquoted (`${CLASSWORLDS_LAUNCHER}
${MAVEN_ARGS} "$@"`), so the shell split on spaces and quote characters reached
Maven as part of the arguments. This broke builds in workspaces with spaces in
the path (e.g. Jenkins Pipeline Maven Plugin passing `--settings` or
`-Dmaven.repo.local`).
The fix adds the same POSIX-portable quote parser from the master fix,
adapted to the 3.10.x script structure (no `eval`, direct `exec` call, no
sub-command guard since 3.x has a single launcher path). `${MAVEN_ARGS}` in the
`exec` invocation is replaced by `"$@"` after the parser populates it.
The `test-mvn-args.sh` script is ported from master with two adaptations:
- Path to `bin/mvn` corrected for the 3.10.x source layout (`src/bin/mvn`
instead of `src/assembly/maven/bin/mvn`)
- Sub-command tests (`--up`, `--enc`, `--shell`, `--val`) removed as they
are Maven 4-specific
