Addresses the utility extraction proposed in #13379. Adds `impl/maven-utils` as a shared module with no external runtime dependencies, containing: - `MavenProperties` and `MavenPropertiesLoader` - `CleanArgument` - `Os` - `ReflectionValueExtractor` and its supporting reflection classes - `StringInterpolator` Replaces duplicated implementations with deprecated compatibility entry points while preserving existing public APIs, exception types, and behavior differences between modern and compatibility callers. `DefaultInterpolator` remains Maven’s registered service and delegates its algorithm to `StringInterpolator`. Updates module dependencies and compatibility checking to account for the moved classes. Validation: - Full `mvn -Prun-its verify` passed. - Added regression coverage and verified compatibility using precompiled clients. - Confirmed that `maven-utils` depends only on `java.base` at runtime. The classworlds interpolator copy is not changed: `impl/maven-classworlds` is absent from this checkout.
