Fixes #1564 on master. Replaces the generic Apache License 2.0 header
("Copyright … the original author or authors") with the [ASF source
header](https://www.apache.org/legal/src-headers.html#headers) in the 142 files
donated with it, keeping each file's comment style.
These ten files keep their headers, since they are not mvnd's donated code:
- `native/pom.xml`, `native/src/main/native/mvndnative.c` and `.h` — derived
from jansi ("the original author(s)");
- `.github/workflows/early-access.yaml` and `release.yaml` — Angelo Zerr and
contributors;
- the three `integration-tests/src/test/projects/bootstrap-plugin`
reproducer sources — Red Hat;

`integration-tests/src/test/projects/invoker/src/it/invoke-hello/invoker.properties`
— Decipher Technology Studios;
- `LICENSE.txt`.
`mvnd-bash-completion.bash` keeps its note that it was adapted from
juven/maven-bash-completion. Whether any of the third-party files needs a
NOTICE entry is left to the PMC.
Verified: `./mvnw verify` → RAT and 114 tests pass (3 skipped);
`spotless:check` passes; `git grep 'Licensed under the Apache License'` now
matches only the ten files above
