Fixes #183. With `attachToMain=false` and `attachToTest=true`, a file in `src/main/resources` with the same name as a bundled one replaced the bundled file on the test classpath, and the exclude the plugin added to the main resources removed the project's own file from the main jar. Overrides now come from the main resources only when the output is attached to the main build, else from the test resources; the default configuration is unchanged. Verified: `ITAttachToTestOnly` fails on master (the test classpath gets the project's file) and passes with this change. -- This is an automated message from the Apache Git Service.
