`SelectorUtils.getMavenVersion` opens every jar under the Maven home's `lib` directory to find `maven-core`'s `pom.properties`. Each read went through the JVM-wide `jar:` cache, which keeps all of those jars open for the rest of the build ([JDK-8239054](https://bugs.openjdk.org/browse/JDK-8239054)): locked on Windows, and read stale under mvnd once the distribution is unpacked again. The jars are now read through uncached connections.
