Merges the resources plugin's filter, escape-filtering and encoding pages into one guide, since the behaviour comes from maven-filtering and the war and ear plugins share it. Adds the `encoding-warning` anchor to `general.md` that the plugin pages already linked to. Redirects cover the three replaced pages.
