Fixes #13785. `mvnenc init` shows a source such as `env:$VARIABLE_NAME` as an editable value. Pressing Enter without typing returned `null`, and the prefix was prepended to it, so `settings-security4.xml` got `env:null`. The template itself is not a usable value either, so `init` now asks again until a value is given. Verified: `InitTest` → 8 pass, including three new cases (no answer, empty, blank, each followed by `my_var` → `env:my_var`); without the change the three new cases fail. `impl/maven-cli` → 855 tests pass; spotless clean. Not run: a distribution built from this branch through a terminal; the reproduction on 4.0.0-rc-7 is in the issue. `maven-4.0.x` has the same code and needs a backport. -- This is an automated message from the Apache Git Service.
