Closing as superseded: master already detects inheritance for SCM site URLs since 5ad8c70f and e6432398 (MSITE-1033). Those commits keep the child-path-under-parent-path check from this PR for `scm:` URLs, so sibling repositories on one host are not treated as one site, and they leave the existing rule for other URLs, which keeps the `site-inheritance` IT passing.
